Do I need to pay twice for the Handwriting tool
Hello, I am a little confused. I already paid 20$ for the handwriting toll few years ago, do I need to pay again or is this a bug?

No, you don't need to pay again, as long as you sign back into the original account that bought the IAP. If you installed SP on a new device or reinstalled, you will also need to restore the purchase as described here.
